Introduction

Russia’s RTI rating varies significantly across the categories, leading to a slightly above average score. A standout feature of the Russian law is its comprehensive scope that is perfectly compliant with international standards. Unfortunately, this is significantly nullified by a flawed exceptions regime that lists multiple illegitimate exclusions and is without either a harm-test or public interest override. Additionally, State secrets law is not trumped by the RTI law, which permits further situations where exceptions are possible. That being said, there are other beneficial traits for the legislation, including a clear series of provisions relating to the procedure for information requests and an appeals system that sufficiently follows international best practices.
